Ukrainian President Volodymyr Zelensky on Wednesday presented a “peace formula” that contains “just punishment” to Russian President Vladimir Putin and those responsible for crimes against Ukraine.
Zelenskyy delivered the speech at the UN General Assembly on Wednesday, which comes after Putin said the Russian military would draft in civilian reserves and also posed a nuclear threat to Western countries.
The Ukrainian president said his peace formula to end the war “punishes crime, protects life, restores security and territorial integrity, guarantees security and gives determination”.
These are the following prerequisites that Zelenskyy gave for peace in Ukraine:

- “Guarding Life”
- “Restoration of security and territorial integrity”
- “Security Guarantees”
- “Determination to defend oneself”
Zelenskyy said “neutrality” was not part of the formula and said Russia “wants war”.
“Those who speak of neutrality when human values and peace are under attack mean something else,” Zelenskyy said.
Part of the peace formula includes punishment for invading Russia.
“Punishment for the crime of aggression. Punishment for violation of borders and territorial integrity. Punishment that must be in place until the internationally recognized border is restored,” Zelenskyy said.
His speech was greeted with a standing ovation by many delegations present at the United Nations General Assembly.

The speech comes shortly after Putin delivered a speech on Wednesday warning Western countries that Russia’s nuclear threats are “not a bluff”. He accused Western countries of using “nuclear blackmail”, although none of the NATO countries had made nuclear threats.
To those who allow themselves such statements about Russia, I would like to remind you that our country also has various means of destruction, and for separate and more modern components than those of NATO countries, and when the territorial integrity of our country is threatened, to protect Russia and our people, we will certainly use all means at our disposal,” Putin said. “This is not a bluff.”

Russia has also announced a partial mobilization of its army with the call-up of reservist civilian conscripts.
Putin says conscription is necessary to “protect our homeland, its sovereignty and territorial integrity, to ensure the safety of our people and the peoples in the liberated territories.”
