Fourteen children and a teacher have been killed in a shooting at a Texas elementary school, the state governor has said.

The attack happened at Robb Elementary School in the town of Uvalde, about 80 miles west of San Antonio.

Governor Greg Abbott identified the shooter as 18-year-old Salvador Ramos, who lived in the city and entered the school with a handgun and possibly a rifle.

Mr Abbott added that the shooter is dead and believed to have been killed by responding officers.

“He horribly, incomprehensibly shot and killed 14 students and killed a teacher,” he said at a press briefing.

More than a dozen children were taken to Uvalde Memorial Hospital, while San Antonio University Hospital said a 66-year-old woman was in critical condition.

Robb Elementary School has just under 600 students.

White House press secretary Karine Jean-Pierre said US President Joe Biden had been briefed on the shooting and would speak tonight.

As a primary school, classes will be for children aged around five to 11.

Earlier, the Uvalde Consolidated Independent School District said all schools in the district were locked due to gunfire in the area.

The shooting took place less than two weeks after a gunman opened fire at a supermarket in Buffalo, New York, killing 10 black shoppers and workers in what officials described as a hate crime.

A heavy police presence surrounded the school on Tuesday afternoon, with officers wearing heavy vests diverting traffic and FBI agents coming and going from the building.

It was the deadliest school shooting in Texas history and happened four years after a gunman shot and killed 10 people at Santa Fe High School in the Houston area.

Uvalde is home to about 16,000 people, and Robb Elementary is in a mostly residential area of modest homes.
