Biden’s police order ’embraces’ parts of GOP reform bill Dems filibuster in 2020, Tim Scott says

Senator Tim Scott, RS.C., issued a scathing rebuke following President Biden’s new executive order on police reformblaming Democrats for hypocritically blocking his own 2020 police reform bill while partially passing aspects of his legislation.

“After the radical ‘defund the police’ movement helped create the current crime wave, President Biden is pursuing a partisan approach to many of the same policy solutions I proposed in the JUSTICE Act just two years ago. .[s] there is,” Scott said in a statement after Biden issued the order on Wednesday.

“The fact is, the Democrats used filibuster that they call racist to block my reforms that they are now passing,” the senator added.

Biden’s reforms differ from Scott’s bill in a few crucial respects, however.

“While my proposal added funding to help local law enforcement meet higher standards, the Democrats’ proposal frustrates departments by issuing unfunded federal warrants,” the senator added. “Making it harder for the police to do their job to the best of their abilities should be a fail, but the Biden plan does exactly that.”

“I am disappointed that the president who campaigned for unity has once again fallen into the trap of divisive politics,” Scott concluded.

The then-minority Senate Democrats used the filibuster in June 2020 to block Scott’s 2020 JUSTICE Act, which Scott’s office said would have fixed many problems in Biden’s executive order.

Biden signed the “Executive Order on Promoting Effective and Accountable Policing and Criminal Justice Practices to Enhance Public Trust and Safety” on Wednesday afternoon on the second anniversary of the killing of George Floyd below the knee of a Minneapolis policeman.

The executive order “is a measure of what we can do to heal the very soul of this nation,” Biden said.

Scott’s office highlighted eight aspects of the Justice Act that made their way into Biden’s order.

Scott’s bill would have required local police to maintain a system of sharing police disciplinary records; increased penalties for all law enforcement officers who intentionally submit a false police report; encouraged the use of body-warning cameras for local law enforcement; encouraged the banning of chokeholds; asked the Department of Justice to develop training standards on use of force and de-escalation; provided grants to improve recruitment and hiring; need for new best practices on fair policing tactics; and tracking use of force or serious bodily injury data.

Some police groups celebrated Biden’s order as a “blueprint” for further congressional action, while others dismissed it as “political theater” and accused it of “opacity”.

Democrats in 2020 proposed their own police reform bill, which involved mandates, rather than incentive structures, to achieve many of the same goals.
